Purpose
Funding is available to support competence-enhancing cooperation between Norwegian and Ukrainian research organisations and researchers. We also support collaboration that leads to knowledge sharing and partnerships aimed at national and international calls for proposals.
About the call for proposals
Funding is available for workshops, collaborative activities, project planning and application work aimed at national and international research funds. The activities must include partners in/from Ukraine, promote increased international cooperation and stimulate knowledge sharing with important target groups in public administration, politics and the media
The funding has been allocated to the Research Council over the development cooperation budget, and grant applications must therefore satisfy the requirements regarding use of Official Development Assistance (ODA) funding aimed at Ukraine.
The network shall
- collect, compile and share information about Norwegian and international research on Ukraine;
- include and support Ukrainian partners (research institutions) and contribute to the sharing of knowledge. At least one Ukrainian partner must be part of the network. Priority is given to those who include several partners, Norwegian and Ukrainian. Individual ukrainian researchers may also participate;
- arrange seminars and collaborative activities that promote Norwegian-Ukrainian cooperation aimed at applying for funding from, among others, national and international research funds;
- work to strengthen the dialogue between researchers as well as between researchers and users of the research.

The call is available in both Norwegian and English. The Norwegian call text is legally binding.

The call is open to approved Norwegian research organisations. See here for the list of approved Norwegian research organisations.
Who can participate in the project?
Requirements relating to the Project Owner
The Project Owner must be a research organisation.
The research organisation listed as the Project Owner in the application form must have approved submission of the grant application.
If the application involves collaboration between multiple organisations, the Project Owner submits the application on behalf of all partners.
Requirements relating to the project manager
The project manager must be the network's coordinator and must be employed by the Project Owner or one of the partners.
Requirements relating to partners
Approved Norwegian research organisations and corresponding international organisations may participate as partners in the project and receive funding.
What can you seek funding for?
You can apply for funding to cover actual costs necessary to operate the network and its activities. The Project Owner is to obtain information about costs from the project partners. These costs are to be entered in the cost plan under the relevant cost category.
The grant application requires you to break down the project budget into the following cost categories:
- Payroll and indirect expenses: costs incurred by the Project Owner (company) and partners in the public sector and research organisations.
- other operating expenses, which are costs for other activities that are necessary to carry out the project's activities. Any purchases from subcontractors must be entered here. All costs entered as "other operating expenses" must be specified in the application. Examples of costs can be:
- administration and operation of the network
- Communication and dialogue in the network
- organization of seminars and conferences
- necessary travel and accommodation costs for Ukrainian participants on network activities. Travel expenses for other network participants are not covered.
The cost categories Procurement of R&D and Equipment services should not be used.

Scope of funding
We can provide funding of up to NOK 4.5 million. There are no requirements for own financing.
Conditions for funding
Projects must start between 01.01.2024 and 01.02.2024, and funding must be sought from the Research Council for 2024. The latest permitted project completion date is 31.01.2028.

Requirements for this application type
You can amend and submit the application several times up to the application deadline. We recommend that you submit your application as soon as you have completed the application form and uploaded the mandatory attachments. When the application deadline expires, it is the version of the application that was submitted most recently that we will process.
The grant application and all attachments must be submitted in English.
All attachments must be in PDF format.
Mandatory attachments
- Project description of max 5 pages. Use the default template that you can download at the bottom of the page.
- CV for the project manager. Use the default template that you can download at the bottom of the page.
- Relevance appendix that also describes activities relevant to the ODA requirements.
Applications that do not satisfy the above requirements will be rejected.
Optional attachments
- CVs of key project participants, in accordance with the guidelines for the application type;
All attachments to the application must be submitted with the application. We will not accept attachments submitted after the application deadline unless we have requested additional documentation.
We will not consider documents and websites linked to in the application, or other attachments than those specified above. Be careful to upload the correct attachment type, as there are no technical restrictions on what kind of templates it is possible to upload in the application form.
Administrative procedures
Grant applications are processed by the Research Council administration and approved by the Portfolio Board for Global Development and International Relations.
We expect to publish which applications will be awarded funding on 15 December 2023.
