Purpose
The purpose of this call is to increase children’s and adolescents’ digital skills and understanding of digital technology. Through these funds, we wish to enable children and adolescents to learn how digital content and services are developed and applied.
About the call for proposals
The Research Council wishes to promote scientific thinking in society. In the future, critical thinking will be applied to digitalisation, among other things. Digital competence based on scientific methods will enable children and adolescents to be able to use and, not least, create digital content and digital services. It is therefore important to make expertise available that can help to increase this target group’s understanding of and insight into digital technology.
Through these funds, we wish to increase children’s and adolescents’ opportunities to learn how digital content and services are developed and used. We wish to facilitate this by funding competence and development initiatives in the non-profit sector that target children and adolescents outside school hours, and which aim to develop content and services in digital technology.
The Norwegian-language call for proposals is the legally binding version.
Who is eligible to apply?
Non-profit organisations can apply. The organisation must be registered in the Norwegian Register of Non-Profit Organisations. Non-profit refers to activities that are not profit-based.
Who can participate in the project?
Requirements relating to the Project Owner
The Project Owner organisation must be a registered non-profit organisation that can document that its work focuses on children and adolescents in the field of digital competence development.
The non-profit organisation will be defined as the Project Owner in the application form and must have approved submission of the application. The organisation must be registered in the Norwegian Register of Non-Profit Organisations.
If the application is a collaboration between several organisations, the Project Owner submits the application on behalf of all the partners.
Requirements relating to the project manager
The project manager’s scientific expertise and capability to manage the project will be assessed by peer reviewers. There are no formal requirements for the project manager’s qualifications.
Requirements relating to partners
Approved Norwegian research organisations are eligible to participate as partners in the project and receive funding.
R&D providers
The Project Owner and any partners may hire enterprises to perform R&D activities in the project. The R&D providers’ suitability will be subject to professional assessment. R&D providers may be approved research organisations or other enterprises that conduct significant R&D activity.
What can you seek funding for?
You will find detailed and important information about what to enter in the project budget on our website.
You can apply for funding to cover the actual costs necessary to carry out the project. The Project Owner is to obtain information about costs from any project partners. These costs are to be entered in the cost plan under the relevant category.
Support may be granted for the following costs:
- payroll and indirect expenses
- operating expenses, which comprise costs for other activities that are necessary to implement the project
- procurement of R&D services
- equipment (up to 20 per cent of the total budget)
Scope of funding
The Research Council may provide NOK 500,000–1,500,000 in funding per project under this call. There are no requirements for own funding.
Conditions for funding
The Research Council’s requirements relating to allocation and disbursement of funding for the first year and any pledges and payments for subsequent years are set out in the General Terms and Conditions for R&D Projects.
Calculation of funding
You can apply for funding for up to 100 per cent of budgeted project costs.

Conditions for funding
The projects must commence between 1 June 2021 and 1 October 2021 and you must apply for funding from the Research Council for 2021. The latest permitted completion date for the project is 1 October 2023.
Reports and disbursement of funding
Funding will be disbursed subject to invoice from the Project Owner organisation. We only cover actual expenses entered in the organisation's accounts. All reporting takes place electronically.

Practical information
Requirements for this application type
You may revise and resubmit your grant application form multiple times up to the application submission deadline. We recommend that you submit your application as soon as you have filled in the application form and included all mandatory attachments. After the deadline, it is the most recently submitted version of the grant application that will be processed.
- The application and all attachments must be written in Norwegian or English.
- All attachments must be uploaded in PDF format.
Mandatory attachments
- Project description of 5 pages using the template that can be downloaded at the bottom of the page.
- The CV of the project manager using the template that can be downloaded at the bottom of the page.
- The CVs of key project participants pursuant to the guidelines that apply to the application type in question using the template that can be downloaded at the bottom of the page.
Applications that do not meet the requirements listed above will be rejected.
We will not assess documents and websites linked to in the application, or other attachments than those specified above. Take care to upload the correct type of attachment as there are no technical limits on the type of templates that can be uploaded to the application form.
Assessment criteria
The applications will be assessed by the Research Council's administration. It is important that the project description is complete and answers the questions in the call.
Administrative procedures
The funding decisions are expected to be announced 1 June 2021.
