Institute sector
Norway’s research institutes are to help to generate high-quality research results of relevance to trade and industry, the public administration and society at large. The Research Council of Norway has responsibility for strategic planning for the institute sector. The provision of basic funding is the most important instrument in this regard.
Current reports on policy for research institutes
The Research Council publish several publications related to follow-up of the research institutes receiving basic allocation, in addition to follow-up on the development of the institute sector.
Registration of hourly rates from the institute sector
Institutes must budget hourly rates that they calculate and stipulate themselves based on actual costs and efficient operation for all R&D projects that receive contributions from the Research Council. The rates must be reported to the Research Council on an annual basis.

There are 33 research institutes receiving basic funding under this scheme, which is administered by the Research Council. See below for information about the requirements for receiving basic public funding.
