The Research Council is a key adviser to the authorities, and provides input to the Government's long-term plan for research and higher education.

The Research Council is tasked with promoting high-calibre research of benefit to society at large. Targeted strategies and policies are important tools for meeting this objective.
Open science
The Research Council will be a driving force in making research as open as possible and as closed as necessary.
Ethical standards in research
We set requirements for high standards of research ethics in projects we fund. Compliance with legislation and ethical guidelines lies with the company responsible for the project.
Responsible research and innovation (RRI)
We are concerned that all actors in the research system cooperate well and that the results of the projects we fund will benefit society in the best possible way. To achieve this, RRI methodology is a good approach.
Gender balance and gender perspectives
The Research Council works to increase gender equality in research and innovation. As of 2022, all projects require action plans for gender equality (GEP). We will provide recommendations for improving the gender balance at Norwegian research institutions.
We support DORA
The declaration contains a set of recommendations on good practice for quality assessments, and urges not to use the journals' influence factor when project funding is awarded or when hiring and promoting. Instead, academic quality and achieved research results should be assessed on a broader basis with a focus on content.
